Ok, so there are Four Gods/Godesses
Ravenoc, God of the Afterlife
Tanaki, Goddess of the Mortal Realm
Lasir, Godess of Order

So when the four Gods created the world, It was Tanaki who created the planet itself. She gave it flora, fauna and geographical features. She then went on to create its first sentient beings; the beorc, and the cat, tiger, lion, wolf, raven and hawk laguz. It was decided that it would be her responsibility to watch over the mortals and create them new souls to maintain their life.
Lasir, seeing the possible destructive power of Tanaki's creations, created a peaceful race--the heron laguz, whose power could only be used to bring peace and rebuild. It was deemed her responsibility to maintain the balance of the planet.
Ravenoc, having seen the creations of the other two, decided he wished to create a race as well. He created the Pheonix laguz, and modeled them after himself. He endowed them with the ability to manipulate fire, and saw them as his children. It was decided that he would be responsilbe for souls that left the mortal realm. he would judge them, and deem them fit to spend the rest of time in the paradice he would create for them (a seperate realm of his own creation). If they had lived evil lives, he would offer them a second chance, in which they would be re-born in a different body, with no recolection of their past life. If tehy were able to live a good lfe under new circumstances, they would be allowed into Paradise upon their second death. If not, he would destroy the wicked soul.
Kaosuji, at the time, was reffered to as the God of Freedom. Seeing the creations of the other Gods, he too decided to create a race. As Ravenoc did, he modeled the race in his own image and created the dragon laguz. it was deemed his responsibility to counteract Lasir, by allowing freedom and creativity to all the races, which would allow them to grow and evolve.
For a time the Gods lived in harmony, as did the people of Rettiar.
Over time however, the complete life of Freedom that Kaosuji lived and represented, began effecting him. Freedom turned to wild and uncontrolable Chaos. He manifested this newfound power into more creature--monsters--so that he would have a dominant mark on the world. This desire to have a dominant place in the mortals realm grew and slowly expanded to that of the Gods themselves. The other Gods warned him that his new take on his responsibilities was dangerous. In his fury, he manefested himself in the Mortal world and started a war to to take complete control of their world. he gathered followers amongst the mortals and blessed his nine most devout followers (ding ding, how they got into the third tier).
the other three gods, groing fearful of Kaosuji and his increasing momentum, were forced to discuss how to handle him.
Tanaki, suggested they leave and create a new world, and allow Kaosuji to govern this one, in order to prevent further bloodshed among the mortals.
none of the three gods wanted to do this. they all knew that if Kaosuji were to gain power, he would seek them out anyways.
Ravenoc, angery with Kaosuji actions, forged a blade that could kill Gods, suggesting that they simply give it to a worthy mortal, or go there themselves, and slay him.
However, Lasir knew that this option would bring more inbalance than Kaosuji had brough to the mortal realm already. by destoying Kaosuji, there would be no freedom and the mortals would be at a stand still.
Instead she suggested that they seal him away, so that the powers of freedom and some chaos could still exist in the mortal realm, however Kaosuji would have no control over them, and his entity would be sealed away.
agreeing that this was the appropriate corse of action, the three Gods created the Fire Emblem, a puzzle-like amulet composed of nine pieces.
the three gods, too traveled to the mortal realm and fought Kaosuji. they sealed him and his nine blessed followers within the Fire Emblem and its pieces. they distributed each of the pieces to the leaders of the nine mortal nations, instructing them to guard them heavily and to never allow Kaosuji or his nine devout followers to ever be released.
the mortal leaders each decided on their own how they would protect their piece. Some like Alba and Isolion in giarded temples, whereas others passed them down within the royal bloodline like Galiere and many of the laguz nations.
